In November 2009, Malta approved regulations that required pictorial health warnings on all cigarette packs by April 2011. Fourteen health warnings were rotated on cigarette packages. The warnings were required to cover 32% of the front and 45% of the back of packages (38.5% of the package overall).

Regulations requiring larger warnings that cover 65% of the front and back of the package came into force May 20, 2016 at the manufacturer level. Retailers will be given 1 year (until May 20, 2017) to transition to packages with the new warnings. Three different sets of 14 images will be rotated annually.
