Panama implemented a policy to place health warnings on cigarette packages starting in 2005 where health warnings were required to cover 100% of either the front or the back of all cigarette packages. In May 2008, Panama implemented a new tobacco control legislation which changed the health warnings requirement to 50% of both the front and back of all cigarette packages which means that overall, 50% of the package space has been appropriated for picture-based health warnings. Two health warnings are rotated on cigarette packages.

As well, Panama requires tar, nicotine, and carbon monoxide emission numbers to appear on the side of packages. These emission numbers are generated using the ISO smoking method.
