Summary: 

Paraguay implemented regulations for picture-based health warnings in in three pases. In the first phase, as of April 7, 2010, pictorial warnings will be required to cover the bottom 50% of the front of the package, and the bottom 40% of the back of the package. As of April 7, 2011, pictorial warnings will cover 50% of the front and back of the package. As of April 7, 2012, pictorial warnings will be required to cover 60% of the front and back of the package. A set of 4 health warnings are rotated on cigarette packages.
